It's Not Just the Game Anymore

I attempted to do my standard tab out of game to correct my in game problems, instead, the game looked like this too and all I could do was Alt F4. Normally when I tab out, the desktop is fine.

I tried to do a print screen and paste into paint. Impossible!!! I grabbed the camera instead.

We put Windows Vista back on, but changed the vid card to ATI Radeon 4850. So far so good. Still have to tweak the settings in game, started at MAX everything, but I was getting a lot of screen tearing. Or my fps was bottoming out in Shat.

I noticed even at just the standard startup it was having issues, nothing to major, but definitly is the old card.
